Regulation (EC) No 765/2006 was amended to adopt Decision (CFSP) 2026/512, by which it:
- Expands the list of restricted items that could contribute to Belarus’s military and technological development, including laboratory glassware and high-performance lubricants.
- Broadens export restrictions on goods that may enhance Belarusian industrial capacity, such as chemicals, rubber products, steel articles, metalworking tools and industrial tractors.
- Extends the list of goods and technology subject to transit prohibitions through Belarus to reduce circumvention risks.
- Imposes additional restrictions on services that enhance Belarus’s technological capabilities, including managed security services.
- Restricts the provision of tourism-related services to Belarus in order to reduce revenue and discourage non-essential travel.
- Introduces an exemption from prior authorisation for services strictly necessary for the functioning of Belarusian diplomatic or consular missions in the EU.
- Introduces further import bans on goods generating revenue for Belarus, including raw materials, metals, minerals, chemicals, rubber products and furs.
- Expands the prohibition on satisfying claims linked to contracts affected by restrictive measures to include claims from entities in third countries, strengthening protection for EU operators.
- Enables EU persons to claim damages from parties attempting, in third countries, to enforce Belarusian court or administrative decisions related to contracts impacted by sanctions, and allows for transaction bans on such parties.
- Prohibits transactions involving the Belarusian digital rouble and support for its development, with a limited wind-down period for existing contracts.
- Prohibits engagement with crypto-asset service providers and decentralised platforms established in Belarus to prevent circumvention of sanctions.
