The Council has imposed restrictive measures on six Russian individuals involved in the development of chemical weapons, specifically epibatidine, which is suspected to have contributed to Alexei Navalny’s death in a Russian penal colony. The targeted individuals include military researchers from the Signal Scientific Centre (SC Signal), such as Igor Babkin, the laboratory head. Others listed are Irina Derevyagina from the State Research Institute of Organic Chemistry and Technology (GosNIIOKhT) and Mikhail Gutsalyuk, a department head at the Military Academy of Radiological, Chemical and Biological Defence. With this action, the EU’s sanctions against chemical weapons now affect a total of 31 individuals and 6 entities, subjecting them to asset freezes and travel bans within the EU, prohibiting the provision of economic resources to them.
