The new Regulation implemented Decision (CFSP) 2026/455 by reproducing and updating the substance of Articles 1–3a of Common Position 2001/931/CFSP. Travel bans were added along with enabling further restrictive measures. The Regulation replaced the Annex to Regulation 2580/2001 to update Member State and Commission contact details and ensured uniform EU‑wide implementation. The Regulation also confirmed and maintained the existing list of designated persons and entities, while repealing Implementing Regulations (EU) 2025/1578 and 2026/420.
