Council Regulation (EU) 2026/759 amended Regulation (EU) No 267/2012, by which it:
- Updates the reference framework for dual-use goods and technology by aligning Annex I with the definition set out in Regulation (EU) 2021/821, while maintaining specific exclusions listed in Part A of Annex I.
- Introduces an obligation for Member States to notify the Commission and other Member States within four weeks of authorisations granted for certain excluded dual-use items.
- Amends the rules on export authorisations by requiring that they be granted by the competent authority of the Member State where the exporter is established, in accordance with Regulation (EU) 2021/821.
- Clarifies that export authorisations issued under these rules are valid across the entire Union.
