In particular, the Council considers that 826 entities and 743 persons should be added to the list of persons, entities
and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014.
The entities concerned appear in a list recently established by the Government of the Russian Federation that
identifies them as belonging to the Russian military-industrial complex, and they are therefore entitled to receive
subsidies from the Government of the Russian Federation. The Council considers that those entities are therefore
forming part of Russia’s military and industrial complex. The persons concerned act as executives of those entities
and the Council considers that those persons are therefore supporting Russia’s military and industrial complex.
