Council Regulation (EU) 2026/1848 amended Regulation (EU) No 833/2014, adding 51 entities to Annex IV (enhanced export restrictions), 33 financial institutions to Annex XIV (transaction ban), 14 crypto-asset service providers and 3 financial entities to Annex XLV, 5 circumvention-enabling entities to Annex XLV, 41 vessels to Annex XLII, 2 ports and 4 airports to Annex XLVII, and 1 refinery to Annex XLVII, while expanding trade, energy and anti-circumvention measures.
