The Decision amends prohibitions on road transport within the EU by entities owned 25% or more by Russian persons, excluding those with dual nationality or residency permits in Member States. Disclosure of ownership structures to national authorities is mandated.
Clarifications are made on the diamond ban, excluding diamonds imported before specified dates. Temporary import/export of jewelry for repairs, auctions, and trade fairs are allowed, with traceability requirements adjusted. The indirect import ban on Russian diamonds processed in third countries is temporarily suspended pending G7 action.
Prohibitions on reloading services for Russian LNG, except to Member States, are introduced. This includes ship-to-ship and ship-to-shore transfers, with a ban on related ancillary services.

Broadened prohibitions on Union program support to Russian entities are established, with some targeted exemptions.
Exemptions are created for Union nationals employed by subsidiaries of Union and partner countries’ entities in Russia prior to February 2022.
Member States are required to report penalties for violations, and documents related to enforcement of restrictive measures are to be protected by professional secrecy.
Provisions for voluntary disclosure of violations and the protection against liability for Union operators if appropriate due diligence is not carried out are included.
